Palau Red Cross Strengthens Community Resilience Through Disaster Preparedness

By equipping volunteers in every state with the skills and resources needed to respond quickly, the Red Cross ensures that even Palau’s most remote communities are not left vulnerable in times of crisis.

“We have 16 states in Palau, where the majority of the people are in Koror, that’s where the main hospital, police station, and fire station are located,” said Stephanie Minor, Health and Disaster Management Manager for the Palau Red Cross Society. “There are also five remote states only accessible by boat. Having community-based volunteers trained in disaster preparedness, response, and basic first aid ensures resiliency in every community, no matter how remote.”

The Red Cross’ community-based approach emphasizes empowering local volunteers, ensuring communities have the tools and knowledge to respond quickly and effectively when natural disasters arise.

“Red Cross is doing some amazing work here, and we are looking to help share best practices, particularly with warehouse management to ensure that relief goods are secure, accounted for, and positioned to be distributed efficiently,” said Capt. Nate Samuelson, US Army Civil Affairs Team Chief. “The Red Cross also plays a critical role in community liaison work, establishing disaster response teams that represent all states and local governments. That ensures every community has equity and connection to the Red Cross in times of need.”

The Palau Red Cross Society supports the National Emergency Management Office (NEMO) and partners with local agencies, international organizations, and community volunteers to provide essential disaster response services, focusing on the most vulnerable populations. By ensuring preparedness at the state level, the Red Cross helps build a stronger national network of resilience.
