How the 2025 Central Economic Work Conference Shapes China’s Economic Development

The Central Economic Conference was held in Beijing on Wednesday and Thursday, December 10 and 11, 2025, to discuss all aspects of the anticipated reforms within the structure of China’s national economy. This conference is fundamentally linked to China’s development, as it sets the national economic agenda, identifies challenges such as weak consumption and the real estate crisis, and sets priorities for the transition to sustainable growth. This transition focuses on advanced technologies such as artificial intelligence and renewable energy and shifts from a traditional manufacturing economy to advanced sectors. The aim is to ensure stable growth and overcome existing challenges in preparation for the next Five-Year Plan, reflecting China’s future strategic vision. Here, Xi Jinping, General Secretary of the Chinese Communist Party (CPC) Central Committee, President of China, and Chairman of the Central Military Commission, delivered an important speech at the conference. In his speech, President Xi Jinping reviewed the country’s economic work mechanisms for 2025, analyzed the current economic situation, and outlined the economic work for the coming year. The meeting indicated that 2025 is an exceptional year in every sense and that the main goals of economic and social development will be successfully achieved.

This is especially significant as it comes at a pivotal stage, coinciding with the conclusion of the 14th Five-Year Plan and the preparation for the launch of the 15th Five-Year Plan.  The Central Economic Work Conference in Beijing emphasized the necessity of relying on domestic demand as a driving force and building a strong domestic market. On the demand side, this includes the comprehensive implementation of special programs to boost consumption and the development and implementation of plans to increase the income of urban and rural residents. It also involves linking all stages of production, distribution, circulation, and consumption on a broader scale to create a positive cycle of increased income and improved consumption levels. On the supply side, this means expanding the availability of high-quality goods and services.  By promoting the transformation of the manufacturing sector from individual achievements to comprehensive development, and by driving expansion and improvement in the service sector and accelerating the development of advanced production services, China is continuously enhancing its production system’s adaptability to its vast domestic market and its ability to meet high-quality global demand. This will also give the Chinese economy greater scope for structural modernization and technological advancement in the medium and long term and will become an important driving force for global economic growth.

3) Structural Transformation: China seeks to shift from reliance on traditional industries to more advanced sectors, such as electric vehicles, artificial intelligence, and renewable energy, to achieve sustainable growth. This is the focus of the conference.

4)       Preparing for the Future: The conference paves the way for the 15th Five-Year Plan (2026-2030), making it a launching point for China’s future development goals.
